Human Rights Violations on the Basis of Sexual Orientation and Gender Identity in Japan

This report is submitted by human rights organizations Gay Japan News, OutRight Action International, Kyosei Net and Rainbow Action with input from Takaoka Law University professor Hiroyuki Taniguchi. The report aims to offer an evaluation of Japan’s compliance with the International Covenant on Civil and Political Rights (“the Covenant” or “the ICCPR”) highlighting important issues facing lesbian, gay, bisexual and transgender (LGBT) people. It is meant to illustrate the need for ongoing advocacy of greater protection and promotion of the right to non-discrimination on the basis of sexual orientation and gender identity in Japan.
